He began his carrier with Delta Testing in June of 1964 as a part time employee. He continued his part time work until graduation from LSU in 1972. At which time he became a full time employee in the Baton Rouge LA facility. He became manager of the Lake Charles, LA facility in 1973 and remained in that position until May of 1977. Mr. McGowan was transferred to Baton Rouge as a manager and became Vice-President and partner in 1979. In August of 2005 he was named CEO of Delta Testing. He was an instructor at Louisiana State University from 1979 through 2001 in the CE Department’s Highway Material’s (Concrete and Asphalt) Laboratory
